Two former Edgar County correctional officers arrested

PARIS — Two former Edgar County correctional officers have been arrested for custodial sexual misconduct and unauthorized bringing of and delivery of contraband into a penal institution.

According to a state police report, Kent A. Rhoads, 51, who listed an address in Paris, and Jason R. Ball, 32, who listed an address in Paris, were both arrested outside their homes on Thursday.

State Police Master Sgt. Troy Phillips said the Edgar County state’s attorney’s office and sheriff’s office asked state police in June to investigate allegations of sexual misconduct by Rhoads and Ball.

Phillips said that Rhoads was arrested at 11:46 a.m. Thursday on three counts of felony custodial sexual misconduct, two counts of felony unauthorized bringing of contraband into a penal institution by an employee and two counts of felony unauthorized delivery of contraband into a penal institution by an employee.

Phillips said that Ball was arrested at 12:06 p.m. Thursday on four counts of felony custodial sexual misconduct, one count of felony unauthorized bringing of contraband into a penal institution by an employee and two counts of felony unauthorized delivery of contraband into a penal institution by an employee.

The sergeant did not provide any further details.

If convicted of the most serious offense, Rhoads and Ball could be sentenced to up to 15 years in prison.

Both men were taken to the Douglas County Jail, where bond has been set for both men at $150,000. Phillips said an appellate prosecutor has been appointed to handle any criminal charges, at the request of the Edgar County state’s attorney’s office.

Phillips said the arrests were a combined effort of State Police District 10, State Police Zone 5 and the State Police Special Weapons and Tactics Unit.
